Understanding MEES: Minimum Energy Efficiency Standards
The Minimum Energy Efficiency Standards (MEES) are a critical part of the UK’s drive towards energy efficiency and carbon reduction in the built environment. Introduced under the Energy Efficiency (Private Rented Property) (England and Wales) Regulations 2015, MEES set a minimum threshold for the energy performance of commercial and residential rental properties.
What is MEES?
MEES regulations require landlords of privately rented properties to meet a minimum Energy Performance Certificate (EPC) rating before they can grant a new lease. Since April 2023, it has been unlawful for landlords to continue renting out commercial properties with an EPC rating below E unless an exemption applies. Future tightening of these regulations is expected, with proposals to increase the minimum standard to C or B by 2030.

Who Does MEES Apply To?

Buildings where improvements would devalue the property by more than 5%.
Short-term leases (under six months) and long leases (over 99 years).
